Closing or Denying the Entire Case

An entire case may be closed or denied for many reasons.  Some examples include:

  • appointments not kept, including for reevaluations
  • requested verifications not returned
  • specific program rules not met
  • level four of the sanction process is reached, or
  • a client requests the case be closed

The AU Composition Results page is found in the AU Composition Details workflow in the Case Maintenance workflow. The bottom half of the AU Composition Results page displays two tabs: AU and AU Member. You must select the AU tab to close the entire case. On this tab, the Reason category and Reason drop-down boxes contain all closing and denial reasons for a case.


To close a case or deny an application, you must:

  1. go to the AU Composition Results page
  2. click the check box next to the Grantee. This action will prepopulate the AU tab and AU Member tab on the bottom half of the page
  3. select the appropriate closing category from the Reason category drop-down box in the AU tab
  4. select the appropriate closing reason from the Reason drop-down box
  5. click the Save button
  6. click Finish, and
  7. complete the Interview Wrapup page to authorize the closing or denial
    1. Note: Before proceeding to the Interview Wrapup page to authorize this change, you must terminate the client’s Employment Development Plan, if one exists.

    2. Note: If a client is receiving SNAP benefits, determine how this closing impacts SNAP benefits.

ExampleExampleMary Jones requests to have her TAFDC case closed. She does not request to have her related SNAP case closed. You would follow the steps above to close the TAFDC case. In this example, if Mary Jones had also requested her SNAP case be closed, you would repeat the above steps to close the SNAP case before proceeding to the Interview Wrapup page. 

ExampleExampleMary Jones has an appointment to re-determine eligibility for TAEDC and SNAP. She does not keep her appointments. You would follow the steps above to close the TAFDC case for failure to keep an appointment. BEACON will send a NOMI centrally and close the SNAP case automatically using the Initiated but Failed to Recertify reason. This needs to be done so that the SNAP closing is not a negative error or an invalid case action for Quality Control purposes. 


Authorizing the Closing or Denial

Once you have taken the necessary action(s) on the AU Composition Results page and any other appropriate page, you must:

  1. go to the Interview Wrapup page in the Interview Wrapup workflow
  2. click Selection
  3. click the TAFDC check box in the Perform EBC on Pending AUs box, if appropriate
  4. click the closing or denial action to be authorized in the AU/Assessed Person data box. The reason will appear under the Data Value heading
  5. click the EBC results check box
  6. click Finish
  7. click EBC Results, this will bring you to the Interview Wrapup EBC Results page
  8. click Calculate
  9. review results at the top of the page after clicking the check box next to the program that is being closed
  10. click check box for action to be authorized 
  11. click Finish.  This will return you to the Interview Wrap-up page
  12. click Authorization button
  13. check the AU Manager check box at the top of the page
  14. click the Approval radio button in the Authorization tab
  15. click Save
  16. click Finish. This will take you back to the Interview Wrapup page
  17. click Finish again

If the TAFDC portion of the case with SNAP benefits (PA/SNAP) is closed or reduced, the SNAP benefits may be classified as a Transitional Benefits Alternative (TBA) case.  The SNAP certification period will vary depending on the closing reason.  See TAFDC Case Closings Resulting in Transitional Benefits Alternative for the Client.


Terminating TAFDC benefits is an appealable action. The Department will allow the continuation of assistance, or aid pending, until a ruling is made by the Division of Hearings, if a client files an appeal within 10 days from the date of the notice to terminate.


Closings Due to Missing Verifications

You must mark verifications as entered within the Scanned Documents Detail page and on the Verifications tab as soon as they are received and if needed, must request verifications from clients following the procedures described in Verifications. This will ensure that if a case or a client closes for failure to provide verification, only the missing verification appears on the closing/denial notice. After the client has applied, you must follow the procedures described in Verifications if the appropriate verifications are not returned by the Return by Date once a VC-1, INT-1 and/or INT-2 has been generated.  When a case is closed or denied due to missing verifications, clients will receive a closing notice identifying the closing/denial reason of missing verifications and the list of verifications that are missing.


Closings Due to no Reevaluation Completed

Cases may close because a client failed to appear for an interview or did not provide proper verification. Scheduled closings must not be removed until a client is interviewed and provides all necessary verifications. When a closed case is reopened, ensure that the TAFDC reevaluation end dates and SNAP recertification end dates are aligned. Clients who miss combo application/reevaluation appointments will have a NOMI automatically generated for SNAP. Clients whose PA SNAP Recertification end date expires without a recertification will be automatically closed.
