Entering SNAP Disability Information for NPA Cases
Answer Yes to the Disability question on the Non Financials Q & A Navigator and select the client claiming disability from the Member pop up box.
When the Disability page opens:
- The page will default to Yes if a Yes answer was given to the Disability question in the Q & A Navigator.
- Enter the disability determination source from the following dropdown list:
- SSA
- Client Statement
- Veteran
- MassHealth
- MCB
- Mass Rehab Commission
- Fed/State Disability
- If the client is claiming a disability and there is no certification from one of the agencies, then the source must be Client Statement in Disability determination source on the Disability page. The federal certify flag will automatically be set to N, and the Medical Report tab on the Disability Determination page will require reedit. You will need to enter a sent and return date for the medical report, an end date, and a duration, Once entered, the Disability determination source field on the Disability page will automatically change to Competent Medical Authority if a selection of 30-59 Day or more is made in the Duration drop down on the Medical Report tab. If a duration of 0 days-Not Disabled is selected from the drop down, the Disability page will change as follows:
- the Determination status field will display Denied, and
- the Disability determination field will display Competent Medical Authority
-
Remember: You must assess an NPA SNAP client claiming a disability for potential eligibility for EAEDC and inform the client how to apply for EAEDC if it appears they could be eligible. See Informing Clients about Possible TAFDC and EAEDC Benefits
- For Federal Certify, select Yes or No (select Yes only if the household contains an elderly and disabled individual as defined by policy). The following sources automatically default to Federal Certify = Y when exiting the Disability Page:
- SSA
- MCB
- Veteran
- MassHealth
- PRO, if the client meets the SSI standard and the disability has not expired.
- MCB and Federal/State can be switched from N to Y. MRC, Client Statement and Competent Medical Authority are defaulted to N.
Note: For SNAP, click the No radio button of the Other Party Responsible field. A Yes response in the Other Party Responsible field will require the Accident and Incidents page to be completed.
Important: Certain disabled noncitizens receiving EAEDC may be eligible for SNAP benefits. See Disabled Noncitizen and Disability Verifications-EAEDC.
