What Does Participation in a Massachusetts Rehabilitation Commission (MRC) Program Mean for EAEDC?
An EAEDC client who is actively participating in a Massachusetts Rehabilitation Commission (MRC) training and/or rehabilitation program, including post-secondary education, is considered to be a person with a disability. This means they are eligible for EAEDC if they meet all other categorical, financial, and nonfinancial eligibility requirements of the EAEDC program.
How Can the Client Verify Participation in an MRC Program?
The client is not required to submit a completed EAEDC Medical Provider Statement for you to make an EAEDC eligibility determination. However, the client must verify their MRC participation status with a letter from MRC indicating that the client is actively participating in an education or training program with MRC.
When Does the Client Need to Verify their MRC Status?
A client who is eligible for EAEDC based on their participation with MRC must verify this:
- at application,
- at each reevaluation, or
- when there is a change in the client’s MRC participation status.
What if the Client is No Longer Participating with MRC?
If the client reports they are no longer participating with MRC or the Department becomes aware that the client is no longer participating, at any time or at reevaluation, you must explore other means of verifying the client’s disability.
If no other disability determination exists, the EAEDC Medical Provider Statement must be sent to the client to give them the opportunity to verify a disability or health condition and remain eligible for EAEDC.
