Interview Wrapup EBC Results Page

You will use the EBC results button to open the Interview Wrapup EBC results page to view and calculate the results of the requested EBC for the household.

This page is available for recalculation until the request is authorized. A request that has been authorized and is pending release will be listed on the page. Once the request is released, the EBC Eligibility and Benefit Calculation (EBC) is the process used to view/calculate the results of the requested EBC for the household. results will be available for viewing through the Electronic Case Folder.

Note: A calculation can only be done when the request has eligibility influencing data selected and the request status is Pending EBC Results or Pending Authorization. This page will only display the latest set of results for each case.

You must:

select a request from the cases on the Request tab
1. If no eligibility influencing data has been selected in the Request tab, there is no need to perform the calculation. A No will appear in the EBC affected field and the EBC results button will be disabled.
2. If there is eligibility influencing data in the Request tab, you will need to perform an EBC results calculation. A Yes will be listed in the EBC affected field and the EBC results button will be enabled.
click the EBC Results button, and
click the Calculate button.

When you click the Calculate button an EBC will be run for the appropriate case using the selected data. Only the data you selected on the Selection page will be included in the calculation.

The following case information will be displayed:

- Non-Public Assistance (NPA)

The Cancel Button

The cancel button allows you to cancel the results you just calculated and you can leave the page without saving the calculation and/or the changes made on the Update Tab.

If you select cancel the following pop-up message will display “Do you wish to save your changes?”

You will be presented with three choices;

Yes, which:
- closes the pop-up message, and
- saves the calculation results, or
- displays a message asking for additional information.
No, which:
- closes the pop-up message
- does not save the calculation results, and
- returns you to the Interview Wrapup Page.
Cancel, which:
- closes the pop-up message
- cancels (does not save) the EBC Calculation results, and
- returns you to the Interview Wrapup Page

EBC Results Page Tabs

The Interview Wrapup EBC Results page contains three tabs:

The EBC results page is available for recalculation until the request is authorized. A request that has been authorized and is pending release will be listed on the EBC Results Page. You should select the Close button to leave the page. Once a request is released, the EBC results will be available for viewing through the Results tab on the Eligibility Explorer.

BEACON Edits

A hard edit prevents you from changing the two-month reevaluation period for 30-day special SNAP cases.
If during EBC results, the household is determined to be non-categorically eligible and the Assets Q & A Navigator questions were not completed, the following message displays:
“Assets data must be completed and selected before the request can be authorized. Please return to the Asset Q & A Navigator page.”
A TAFDC/EAEDC Reevaluation End Date hard edit was added to check for a 12 month period. The following message displays:
“The Reevaluation end date cannot be greater than 12 months from the Reevaluation start date.”
A TAFDC/EAEDC Reevaluation Start Date hard edit was added when the date is not one of the first cycle payment dates. The following message displays:
“The Reevaluation start date must be {prior cycle first payment date} or {current cycle first payment date} or {next cycle first payment date}”
A hard edit was added preventing the approval of a Reinstated case if the case’s Reevaluation End Date is less than 45 days before the Reevaluation End Date. The following message displays:
“Since there are less than 45 days before the reevaluation end date, you must complete and submit the reevaluation before wrapping up the transaction.”
A new reevaluation date will be recalculated when a closed case is reinstated and the previous request to close the case indicates that the reevaluation is completed, and the last reevaluation end date is within 45 days.
A TAFDC/EAEDC Reevaluation Start Date hard edit will display when the date is not one of the first cycle payment dates:
“The Reevaluation start date must be: {prior cycle first payment date} or {current cycle first payment date} or {next cycle first payment date}”
A TAFDC/EAEDC Reevaluation End Date hard edit was added to check for a 12 month period. The edit reads:
“The Reevaluation end date cannot be greater than 12 months from the Reevaluation start date.”

BEACON Modifications

The Interview Wrapup EBC Results Update page was changed to modify the DEVER logic so that existing reevaluation dates will be set on the EBC Results page when the Cash DEVER reason dictates using an old SNAP result, and the SNAP Reevaluation End Date is within the next 45 days. If the SNAP Reevaluation End Date is not within the next 45 days, than a new DEVER reevaluation period will be established.

Interview Wrapup EBC Results Update/Setting Reevaluation Dates

Reevaluation Start and End Dates will now be calculated for new applications, reopened cases and reevaluations, based on the Reevaluation Type and case member composition for TAFDC/EAEDC/SNAP cases.

The Reevaluation Start Date will be calculated using the SNAP Cyclical Payment Date which is on, or before the calculated Benefit Effective Date. The Revaluation End Date will be set to the SNAP Cyclical Payment Date minus one day.

The period duration will be based upon the Reevaluation Type:

If the Revaluation Type is Bay State CAP, the Reevaluation period is 36 months.
If the Revaluation Type is SSI Mail-in Recertification, the Reevaluation period is 24 months.
If the Revaluation Type is Simplified Reporting, the Reevaluation period will be 6, 12, or 24 months.
If the Revaluation Type is Recertification (SNAP), and all active members older than 18 and are federally disabled, or older than 59, the Reevaluation period is 24 months. Otherwise, the Reevaluation period is 12 months.

Disabling of the Cash Reevaluation Start Date, Reevaluation End Date and Reevaluation Type Fields

If there is an associated Cash case with the same grantee as the SNAP case and is in the same status:

The Cash Reevaluation End Date will use the SNAP Reevaluation End Date as long as the cash period does not extend beyond 12 months, and
The case does not have a Reevaluation End Date in the past or within the next 45 days. The Cash reevaluation Start Date, End Date and Type fields will be disabled in this situation.

If there is no associated SNAP case, the Reevaluation period will be 12 months.

Preventing the Extension of Cash or SNAP Reevaluation End Dates for Active Cases

To prevent the extension of the Cash or SNAP Reevaluation End Dates for Active cases without completing the Reevaluation process, the Cash and SNAP Reevaluation End Date fields will be disabled unless the EBC Request: Reevaluation: <Program> “Data Value” has been checked on the Interview Wrapup Selection page.

All users with the Authorization Role of TAO Director have the User Capability of Cash and FS Reevaluation Date Overrider. This will allow disabled Reevaluation Dates to be enabled and changed. Dates for both programs need to be reviewed since the realignment process will not be performed for Overriders. The dates that are entered need to pass all existing reasonable edits.
