Using the Work Requirements TAFDC Page
The Work Requirements TAFDC page is where information about if a client must meet the work program or school rules is recorded and updated. Based on household composition, details shared by the client or information known to DTA, the fields completed on this page will determine if a member is subject to work or school rules, if the case is subject to time limits and records if the client is to be temporarily excused from work or school rules. Since the Exemption reason, Compliance reason and work program status will be changed automatically based on information entered, it is extremely important to complete this page correctly. Changes to this page can be made from the Case Maintenance, Reevaluation, Reinstatement and Pathways to Work workflows. Any update on this page requires an Interview Wrap-up to be authorized for the change to be effective.
The Work Requirements TAFDC page is used for five reasons
Reason 1 - Work Program – Required Yes
Records whether a client (or each parent in a two-parent case) is subject to work rules program required using the Required Yes or No radio button;
If the grantee is work program required, select one of these reasons using the Required Status Reason drop-down box:
- Youngest Child 2 to School
- Noncitizen 2 to School
- Noncitizen School or Older
- Youngest Child School or Older
- 2 Prt Yngst Child 2 to School
- 2 Prt Noncitizen 2 to School
- 2 Prt Yngst Child <2
- 2 Prt, Yngst Child School or Older
- 2 Prt, Noncitizen School or Older
- 2 Prt, Noncitizen Child < 2
If work program required and meets compliance, records how the grantee meets compliance reason using the Compliance Reason drop-down box. Select the Meets compliance Yes radio button, then select one of the following reasons:
- Participation
- CORI Check
- Domestic Violence Waiver
- Due to Domestic Violence
- Learning Disability Assessment
- Foster Care
- Grandparent Child Care
- No Child Care Available
- No Community Service Site Available
- No Resources Available
- No Transportation Available
- Participation in Housing Search
- Site Orientation > 15 Days
- Substance Use Treatment Program
- Temporary Health Problem
Important: For any client who is subject to work rules who does not request or meet one of the Meets Compliance reasons, Participation must be selected with no end date.
For any client with a compliance reason other than Participation, an end date must be entered based on the reason.
Reason 2 - Work Program – Required No
Records why the client is not work program required using the Required Status Reason drop-down box.
- If the grantee is not work program required, select one of these reasons using the Required Status Reason drop-down box:
- Child < 2 Years Old in the AU
- Disab. Parent in 1 parent AU
- SSI GR/OP
- Pregnant / Due within 120 days
- Both Parents Disabled in AU
- Caring for a Disabled Person
- Child < 2 Years Old on SSI
- Disab. Parent in 2 Parent AU
- Non Liable Ineligible Grantee
- Ineligible Noncit Exempt
- Noncit Child < 2 Years Old on SSI
- Noncit Both Parents Disabled in AU
- Noncit Disab. Parent in 2 Parent AU
- Noncit Caring for a Disabled Person
- Noncit Pregnant / Due within 120 days
- Noncit Child < 2 Years Old in the AU
- For parents under age 20, and not work program required, additional exemption reasons are available and must be used:
- Teen Parent – FT HS Student
- Teen Parent – Basic Ed & Train./Employ
- Teen Parent – Struct. Living Prog
- Teen Parent – Pregnant
- Noncit Teen Parent – FT HS Student
- Noncit Teen Parent – Basic Ed & Train./Employ
- Noncit Teen Parent – Struct. Living Prog
- Noncit Teen Parent – Pregnant
Reason 3 - Work Program – Dependent Child
Records each dependent’s exemption from participating in the work program.
To record why the dependent is not work program required using the Required Status Reason drop-down box, select one of the following:
- Dependent Child Age 1-18
- MA Elig Child Age < 1
- Noncit MA Elig Child < 1
- Noncit Recipient Child Age 1-18
Reason 4 – Pathways
Records a client’s Pathways Participant status and if subject to work or school requirements.
- If the client is work program required, the Pathways Participation reason will be coded as:
- WP Required
- If the client is not work program required, but must meet the school requirement as a parent under 20 or a 16- or 17-year-old dependent the participation reason will be coded as:
- School Required
- If client is not work program required but interested in Pathways activities the participation reason will be coded as:
- Volunteer
Note: A pop-up message will display when a drop-down selection has not been made in the Pathways section. This field is only required if the client is School Required or a Volunteer in Pathways activities. If you do not wish to add a value, you must exit the pop-up by selecting No.
If a client is School Required but will be temporarily excused through a compliance reason, a selection must be made from the drop-down list:
- No Child Care Available
- No Component Available
- No Transportation Available
- Temporary Health Problem
- Child < 3 months
Reason 5 - AU Time Limit/Reduced Standard Exemption
Records whether a case is subject to the TAFDC 24-month time limit
To record whether a case is subject to the TAFDC 24-month time limit using the Exemption Status drop-down box select:
- If Exempt select the appropriate exemption reason from the Reason drop-down list:
- Exempt
- Pending Disability Review
- If Nonexempt, select the appropriate nonexempt reason from the Reason drop-down list:
- 2 Parent, Child <2
- Child Age 2 and Older
