Entering Noncitizen Data - Noncitizen Policy - SNAP

This page is used to collect immigration history information for a client. The page is for clients who are not US citizens, and it is part of the Assessed Person Nonfinancials section of the workflow.

If the noncitizen status is indicated in the Citizenship page, you must complete this page.

Note: If the client is currently a citizen, but was formerly a noncitizen and there is data on the Noncitizen page, then the Noncitizen page will be available (see below).

The Noncitizen page will be enabled if;

  • a person is a noncitizen and US citizenship is changed to Yes on the Citizenship page and there is a pending or active Noncitizen Designation; or
  • if the person is a noncitizen and the Noncitizen Designation Statuses are Denied/Closed, for the following Noncitizen Designation Statuses
    • Legal Permanent Resident (LPR)
    • Refugee
    • Asylee
    • Parolee
    • Conditional Entrant
    • Cuban/Haitian Entrant
    • PRUCOL
    • Vietnamese Amerasian
    • Deportation Withheld Noncitizen
    • Noncitizen Veteran
    • Hmong, Highland Laotian
    • Battered Noncitizen
    • Non-immigrant
    • Deportation Order Shown; or
    • Undetermined/Opt-Out

Remember: Noncitizens with an Noncitizen Designation of Undetermined are not eligible for TAFDC, EAEDC or SNAP. If the noncitizen is ineligible for EAEDC benefits you must indicate the noncitizen’s ineligibility in the AU Compositions Results page.


Noncitizen Veterans

The Noncitizen Veterans page also collects data about noncitizen veterans who lawfully reside in the U.S.


Entering Noncitizen Data in BEACON

  1. access the Noncitizen page in the Assessed Person Nonfinancials section of the workflow
    1. Note: Active INS designation is brought over from the INS Designation Page.

  2. for Country of citizenship, select the country that the member is a citizen of from the dropdown list provided
  3. if for Country of citizenship you selected Other, in the Other country of citizenship field, enter the name of the other country of citizenship
  4. for Military experience, if the member has had military experience, select Yes.  Otherwise, select No.
  5. if for Military experience you selected Yes, select the Type of military experience from the following dropdown list:
    1. Active in U.S. Armed Forces
    2. Vietnam U.S. Veteran
    3. World War II U.S. Veteran
    4. Other
  6. if for Type you selected Other, enter the description of the other type of military experience in the Other field.  For example, Air Force.
  7. to save the information and go to the next page in the workflow click Next, or
  8. to save the information an exit the page and workflow click Finish

Change the Country of Citizenship from U.S. to Another Country

  1. access the Citizenship page in the Assessed Person Nonfinancials section of the workflow
  2. if on the Citizenship page for US citizenship you selected Yes, select No before changing information on the Noncitizen page
  3. enter Noncitizen Designation
  4. access the Noncitizen page in the Assessed Person Nonfinancials section of the workflow
  5. make changes as appropriate
  6. to save the information and go to the next page in the workflow click Next, or
  7. to save the information and exit the page and workflow click Finish
