Entering Legal Permanent Resident Data - SNAP

You can access the Legal Permanent Resident page when the assessed person is a noncitizen. If you designate someone as a noncitizen on the Citizenship page, you then select Legal Permanent Resident on the Noncitizen Designation page, then the Legal Permanent Resident page is enabled.

You can use this page to capture 40 Quarters information if the number of years worked is  greater than 10. The case manager determines if the noncitizen  has worked a minimum of 40 qualifying quarters (about 10 years) under Title II of the Social Security Act or can be credited with a total of 40 qualifying quarters under Title II of the Social Security Act as worked by a combination of:

  • the noncitizen;
  • the parent(s) of the noncitizen while the noncitizen was under age 18 including quarters worked before the noncitizen was born; and/or
  • the spouse of the noncitizen during their marriage if the noncitizen remains married to the spouse or is widowed.

Enter 40 Quarters and Other Information

  1. on the Legal Permanent Resident page in the Assessed Person Nonfinancials section For Sponsored noncitizen, if the noncitizen has a sponsor, select Yes. Otherwise, select No.
    1. Note: If yes is selected the Sponsor page of BEACON will be enabled.

  2. for Pursuing citizenship, if the member is pursuing U.S. citizenship, select Yes. Otherwise, select No.
  3. if for Pursuing citizenship you selected No, select a Not pursuing citizenship reason from the following dropdown list:
    1. Family Illness
    2. Immediate Need
    3. Serious Family Situation
    4. Other
  4. if for Not pursuing citizenship reason you selected Other, enter a description of the other reason in the Other field.
  5. for 40 Quarters claimed, if the member is claiming 40 quarters of work experience, select Yes, a BEACON default will enter Pending in the Verified field and for Reason select one of the following entries from the dropdown list:
    1. In Progress
    2. Non-recipient inquiry
    3. SSA Investigation
      1. Note: A request for 40 quarters information is automatically sent to the Social Security Administration (SSA) when a yes entry is made in the 40 Quarters Claimed field. A verification of these quarters will be completed in a few weeks and can be viewed in the Reports Analysis & Protected Information Dashboards RAPID system under Tableau.  For instructions on how to retrieve work quarter information in RAPID please see: Verifying 40 Quarters.

  6. for Verified, if for 40 Quarters claimed you selected Yes, for Verified (BEACON will default to pending but this can be changed) if the claim has been verified by SSA, select Yes. Otherwise select No.
  7. for Reason, if for 40 Quarters claimed you selected Yes or Not Required, select a Reason.
  8. click Next to save your entries or changes and go to the next page in the workflow, or
  9. click Finish to save your entries or changes and to exit the page and the workflow.
