Completing SNAP Applications for Active or Pending Clients - SNAP

In certain circumstances, FAWs may receive an action to process a SNAP web application or application for a client who may be active or pending in another SNAP or Cash household.

Client Who is a Member of an Active SNAP Household

You must explore the applicant’s circumstances and determine whether s/he must remain in the active SNAP household based on household composition rules.


Grantee Applicant Who is a Member of an Active Cash Household

When a grantee of a cash household applies for SNAP benefits separately, the application, if indexed using the client’s AP ID, will be directed to a cash case managers’ views. If a FAW receives an application that has not yet been linked to the active cash client, s/he must update the indexing information so that it will be directed to the cash case manager.

Reminder: The FAW model is exclusive to SNAP-only households. Cash and combination cases will continue to be managed under the caseload ownership and TAO assignment model.


Non-Grantee Applicant Who is a Member of an Active Cash Household

When a Non-Grantee applicant is a member of an active cash household, you must explore the applicant’s circumstances to determine if s/he is required to remain in the cash case or should be removed from it based on Household Composition EAEDC and Household Composition TAFDC.


Web SNAP Application for an Active or Pending Cash Client

If an applicant is name cleared after the initial four Web Application pages are completed and is affiliated with a pending or active cash case, the SNAP case will be reassigned to the cash case manager. The pending case will appear on the cash case manager’s Pending Application/Reinstatements view.


Steps in Processing SNAP Applications for Active or Pending Clients’ Web Applications

After receiving the web application as an Action:

  1. check the box next to the action to select it
  2. click the blue Action Details button above the action list to view Action details and case status
  3. read through the check boxes to see what needs to be completed in the case
  4. close the Action Details box
  5. click the Green Begin button which will direct you to the Electronic Case Folder
  6. follow through with the Action's steps completing only the 4 steps of the Web application workflow after which, if it is determined that the name cleared client is affiliated with a pending or active cash case the SNAP case will be reassigned to the cash case manager
  7. when all appropriate workflows have been completed, click the Action notes popup button (“i” magnifying glass icon) next to the comments field, to open the Comments popup box
  8. complete a narrative in Action Notes page
  9. click the Save icon
  10. close the Action Notes screen
  11. click the Outstanding button to open the Outstanding Actions popup page
  12. select any Outstanding Actions associated with the case
  13. click Assign
  14. close the Outstanding Actions popup page
  15. complete any newly self-assigned actions displayed in the My Actions list (following steps 5-15)
  16. if/when there are no outstanding actions, close Action Detail page, completing the action and exiting the Electronic Case Folder

Processing Duplicate Web SNAP Applications

When a web application is received and it is a duplicate application, you must review the duplicate application and enter any new information into the already pending application. Once this step is completed the more recent application must be denied as detailed in the Web Application Workflow page


Mail-in/Fax/Scanned SNAP Applications

Once the application is received as an action:

  1. review the application, checking in BEACON to determine if any of the applicants are active in existing cases
  2. establish a Request for Assistance whether or not the applicant(s) is part of an active SNAP household
  3. inform the client that s/he is part of an active SNAP case
  4. determine if there is a legitimate reason for removing the applicant(s) from the active SNAP household based on Household Composition - SNAP, Household Composition - EAEDC or Household Composition - TAFDC View Example ChartView Example Chart

    Applicant has moved out of the home.

    Applicant is now 22 and purchases and prepares separately from those in the existing AU.

    Client has just regained custody of his/her daughter and applies for SNAP benefits. The client’s daughter had been living with an aunt who receives cash benefits for her. A newly married couple, who were receiving EAEDC/SNAP and living  separately, now must be one SNAP household.
  5. as necessary, schedule an appointment to speak with the grantee of the active SNAP/Cash case and/or issue a VC-1 for necessary verification.
  6. Note: Do not wait for confirmation of household composition before issuing a VC-1 to the applicant for any verification that will be needed to process the case.
  7. remove the individual(s) from the active case only once the change in household composition has been confirmed. If verification is received that may impact the cash case, you must forward the verification to the cash case manager so the case can be updated View Example ChartView Example Chart

    Grantee of existing case confirms that applicant is no longer living in the home or that s/he prepares separately from the existing household or applicant verifies new address. Custody paperwork shows cash grantee no longer has physical custody of a Cash household member. Living arrangement showing both parties are now residing at same address.
  8. proceed with the processing of the SNAP application, requesting verification as necessary
  9. if the household member(s) is required to remain in an existing SNAP-only or cash case, the household will be updated accordingly and the application will be denied

If the application is approved, to avoid the issuance of duplicate benefits, the benefit effective date must be set to the day immediately following the last day that they received benefits as part of the SNAP household from which they were removed.
