Dual Participation Processing
Interview Wrapup Update Tab
A hard edit was added to the page so that, in addition, to checking for dual participation among clients within the household, the same check will be performed for all clients within the database. The edit will evaluate all clients within an EBC Result for any program determined Active and any SNAP program determined Pending i.e. approved Expedited SNAP. The result cannot be saved if any member within the EBC Result is also a member of a second program and both programs are cash (TAFDC or EAEDC) or both are SNAP. The second program could be one determined Active within the same request, or could be one associated with any household in the system.
Dual Participation View
The Dual Participation view can be found under Daily Priority Actions. This view will display any assistance units where Dual Participation has occurred.
BEACON Dual Participation Edit Message
BEACON will check for dual participation among clients within the household and among all active cases and pending SNAP cases in BEACON and if dual participation is found the following edit will appear:
“As a result of the new request, an Assessed Person who is already receiving benefits under a Cash and/or SNAP program(s) is being approved to receive additional benefits under another Cash and/or SNAP program. In order for this request to be approved, the Assessed person’s status needs to be changed to either Closed or Denied in one of these cases, or you must provide an override reason to approve Dual participating benefits.”
To be considered a dual participant, the client must satisfy the following conditions in both the first and second case:
- for TAFDC and EAEDC, the member must be active, or ineligible with responsibility of:
- Dependent Child-Adoption Assistance
- Dependent Child - Foster Care
- Dependent Child – SSI
- For SNAP, the member must be active, pending in a pending case with a pending expedited result, or ineligible with a responsibility of:
- SSN Disqualified
- Other Disqualified
- Noncitizen Disqualified
Message
“As a result of the new request, an Assessed Person who is already receiving benefits under a cash and/or a FS Program(s) is being approved to receive additional benefits under another cash and/or FS Program.”
In order for this request to be approved, the Assessed Person’s status needs to be changed to either Closed or Denied in one of the cases, or you must provide an override reason to approve Dual Participating benefits.
Dual Participants Edit
These edits will show the client name and program and display one row for each dual participant/program combination.
Eligibility and Benefit Calculation
When an Annual reporting case is recalculated outside of the reporting period, the SNAP benefit can be reduced if the change was due to:
- the client informing the department that a household member has moved out
- data matches considered verified upon receipt
- an Intentional Program Violation (IPV) sanction; or
- changes in the cash benefit amount for combination cases
Dual Participation Override Section
A Dual Participation Override section was added to the tab to collect an override reason. The dropdown list will contain acceptable values and include Other (Specify) as one of the values. An Other field is available to add a description for Other, (Specify) reason. The Dual Participation Override must be reentered each time EBC Results are calculated.
Interview Wrapup Authorization
All EBC Requests containing a Dual Participation Override reason will require a Supervisor’s Authorization.
Interview Wrapup Edit for Duplicate Benefits
Warning edits alert you and your supervisor that two identical benefits are about to be approved.
The following edits on the Interview Wrapup page will occur for all types of related benefit authorizations:
The first edit will occur when:
- in the last 60 days, the same type of Related Benefit has been saved on the page (and has not been cancelled) or released (either case manager entered or created in batch) and The amount of the Related Benefit being saved is within $10.00 (plus or minus) of the existing Related Benefit(s).
The warning edit will read:
“A Related Benefit with the same type and approximate amount already exists. Do you want to add another Related Benefit similar to the one already requested or released? If Yes, proceed with Save. If No, return to page.”
The second edit will occur when:
- selecting the Authorization button for any Request that contains a Related Benefit and there are multiple Related Benefits requested (and none have been cancelled) or released with the same type and approximate amount (plus or minus $10) in the last 60 days.
The warning edit will read:
“A Related Benefit with the same type and approximate amount was requested or issued in the last 60 days. If this additional Related Benefit is not appropriate, return to the Related Benefits page to cancel the Related Benefit request.”
You and your supervisor must review the related benefits being issued to ensure the correct related benefit is being given before going back into the Interview Wrapup page to authorize the correct related benefit(s)
