This may be a good resource for elderly and/or disabled individuals or households with limited English proficiency. This role should be used by SNAP applicants or clients residing in a licensed group living arrangement; such as group homes for the disabled, drug or alcohol treatment centers or teen parenting programs.   This assisting person role is typically fulfilled by an individual, however organizations may be listed under this role as well.

It is important to note that effective July 1, 2018 the Department of Developmental Services (DDS) adopted new standard operating procedures for clients residing in DDS state operated group homes. DDS must identify at least two staff members for the role of Authorized Rep/Agency – Certification. DDS employees identified under this role may not be listed as an Authorized Rep/Agency – EBT Transactions.

These procedures do not apply to clients residing in DDS vendor operated group homes.

All other group living arrangements may designate one person for this role or none at all.

  • No. The client should be the one to authorize an individual/organization for this role. Individuals signing on behalf of the client must submit a guardianship decree, power of attorney or court documents with the applicable DTA/external form.
If an overpayment occurs because this assisting person gives DTA the wrong information, who is responsible for the overpayment?
