Cash Client Applies at a TAO That Does Not Serve Their Catchment Area

While TAFDC, EAEDC and combination cases are managed on a caseload basis and assigned to TAOs based on catchment areas, applicants are not to be turned away when they attempt to apply for benefits at a TAO that does not serve the address at which the applicant lives.

When an applicant applies for benefits at a TAO outside of his/her catchment area, assign him or her to a case manager who must:

  • generate a Request for Assistance (RFA) for the appropriate program(s)
  • process the application portion through the AU Composition Results page in the AU Composition Details workflow
  • screen for cash immediate needs and if eligible, issue them
  • screen for expedited SNAP benefits and if eligible, issue them
  • issue an EBT card if the grantee’s identity has been verified
  • explain that the case will be transferred to the TAO that serves the catchment area in which the applicant resides and that a case manager in that office will conduct a face-to-face interview. Once the interview is completed, verifications needed to process their application will be requested.
  • provide the applicant with the address, office hours and phone number of the TAO to which the case will be transferred and
  • transfer the pending application to the appropriate TAO based on catchment area.

The reason you must process the pending application through the AU Composition Results page is to prevent the automatic denial of the application during the Interview Wrapup process. The AU Composition Results page is where TAFDC and EAEDC basic eligibility requirements must be established for the case. For example, for TAFDC and for EAEDC-Caretaker Family cases, you must establish the basic program requirement of a dependent child in the application on the AU Composition Results page. For a TAFDC case involving a pregnant woman with no dependent child, you must also complete the Pregnancy page in the AU Composition Details workflow prior to completing the AU Transfer page and Interview Wrapup.

Important: If you do not complete the AU Composition Results page, or, if applicable, the Pregnancy page, in the AU Composition Details workflow, the pending cash application will automatically be denied when the case transfer transaction is wrapped-up and authorized.

Immediately upon receipt of the transferred case,the case manager assigned the pending cash application at the receiving TAO must schedule a face-to-face interview, issue (if eligible) unissued immediate needs, if any, within 7 days of application, and coordinate all remaining application activities.
